WW8: in certain case TOC not evaluated up to correct level

Up until today I used OO 2.4.1 on Ubuntu.Today I upgraded to the latest OO 3.2 and now the TOC in .doc files doesn't look the same anymore. The original file has 3 heading levels in the TOC, but OO only shows 2. I checked with a WordViewer under WindowsXP and OO 2.4.1 on Ubuntu and they all show the correct amount of levels (3) in the TOC. When I edit the TOC in OO 3.2 it even shows a setting of "2" for heading levels. If I set it to 3, the TOC looks like expected, but once I reopen the file, the doc-import again sets it to 2. (I could save the file, but that's not the point)
I am not able to reproduce the problem from the scratch with my test documents, please attach a document which shows the problem to this issue, so that we can reproduce and fix the problem here. You can also send the document directly (mru@openoffice.org) for the case it contains confidential data. Maybe this is the same problem as issue 83492.

Reopening issue as this is now reproducible with a document.
MRU->HBRINKM: I have now replicated the problem with a document based on the confidential document sent by the submitter. Open the attached doc and see that the TOC will only be evaluated up to level 2 instead of level 3. This worked fine until OOo 3.1.1 and broke in 3.2.

According to our new regression issue handling for the 3.4 relrease the field priority is now used as the order we want to work on them, no longer as a "severity". The high number of regressions in the WW8 filters makes it necessary to prioritize them as we won't be able to fix all of them for 3.4. We decided to first focus on the export. Thus most regressions in the import filter now get priority "P4", what means that they will be reevaluated in the next release cycle.
Reset assigne to the default "issues@openoffice.apache.org".
