1. Create a hyperlink with a bookmark as target to a html document (file on harddisk) within a writer document. 
2. Trying to open the link (with default browser) opens an error message from the system informing the user, that the link was not found and to confirm the path with the system's file-search feature.

Without the target the html document opens.
Same with 320m15.

Sorry, it works for me, using OOo 3.2 on Fedora Linux 11, and Firefox as the
browser.

Here's what I tried:
1) I downloaded and unzipped the attached html file
2) File > New > Text Document
3) Typed some text, selected a word; Insert > Hyperlink
3a) Selected the html file as the document, "MethodsSummary" as the target,
click "Apply" and close.

The hyperlink works for me at that point, and after I save the document, and
after I close and re-open it.

The hyperlink in the text document shows the correct URL in the tooltip.

Ok, the same steps using OOo 3.2.0 on WinXP does show the error when activating
the link from within Writer, with Firefox as the default browser.

Without the "#MethodsSummary" target, it works; with the target, it fails.

Reproduced on Vista with IE or Firefox as default Browser and in Calc -> Framework
Same problem in 2.4.2.
No regression.
