Uninstall - Impossible??

I try to unintall OO and I get a dialog box which says to close out of the program first. I am not in the program. I had unstalled a privous version and apparently not all items in the install were removed. So I figured the unstall information was deleted before the program was deleted and the OS (Vista32 sp2) couldn't complete the unstall process. So then I decided to reinstall the program, but I get a similiar dialog box which tells me to close out of the program first. Is there a manual way to uninstall all this -
Really version 58? What was the old OOo version? Localization? Much qeuired information is missing in the report. Then please select correct information for Issue Tracker selection fields Component, Subcomponent, Platform, OS, Version, Priority (generally: leave '3'), contribute a clear step by step instruction containing all observations (error messages ...), EVERY key press and EVERY mouse click how to reproduce the problem, and explain why you believe that your results are unexpected. That means (for example): do not write something like "I am not able to ...", but 6. left mouse click on … expected: …, color of … changes, … actual: no …., color remains white, no … Screenshots might help to explain the problem.
you should close the OOo QuickStart application within the system tray before you try to deinstall
