I have had to re-load OOo 3.2.1 to a new computer.  Since then my existing base 
tables open as read-only.  How can I change that option so that I may make 
changes to table records?

Your .odb file damaged, missing /database folder from it.
Not contain any data(scripts and queries). 

In what OOo version/operation system you opened last time before tried it in OOo
3.2.1 on win7?

Changed subcomponent to none.
Similar problems reported in issue 112170.

I was wrong, the database is connected to ods file.

That is uneditable data source as other file based data source, such as text files.
Issue invalid.
You can copy table from this odb file into new odb file (with HSQLDB), and add
primary key during copy wizard.
