Newer uniscribe versions have important fixes. As issue 77976 showed some workarounds around its old 
problems became obsolete. They also support optional OpenType features, which could be used for 
solving the layout engine specific TODOs for issue 16032 at least on newer Win versions (Vista or its 
successors).
