I am using Ubuntu 10.04.
I am using OpenOffice 3.2.

Procedure to replicate bug:
Open Calc (any method)
press alt+F to activate File menu
press D to activate Send... menu  -> Instead of Send... menu, "Export as pdf" is 
selected.

Similarly,
Open Calc (any method)
press alt+F to activate File menu
press T to activate Templates menu -> instead of Templates menu, "Export" is 
selected.

Currently that behyviour is "as intended", so it's not a DEFECT.
Shortcut keys are different for the different localizations / UI languages, so I
doubt that a general solution can be found.

The report for this particular problem is a DUP of Issue 63771
