This didn't break when compiling i18npool.uno_version.c, but when linking
i18npool.uno.so. The oneToOneMapping is provided by libi18nutil*.so, in
i18npool/util/makefile.mk referenced as $(I18NUTILLIB), that is built and
delivered in module i18nutil. Check if there was an error when building or
delivering that module.

DEV300_m84 was successfully built on several platforms, this can't be a general
P1 build breaker.

I checked again and - indeed - this issue is with my setup. Turns out there was
a problem with ccache.
