Add Sorbian, Lower [dsb-DE] locale data.

Since dsb (Lower Sorbian) is already a known language code in OO 3.2 this contribution should help to allow Lower Sorbian also as default document language in OO. The attached file dsb_DE.xml was created together with Marcin Szczepański (Sorbian Institute, Cottbus) Would it be possible to include this submission to the OO 3.3 release. Thanks a lot!

For 3.3 it is too late, feature freeze passed and the code line was branched off, only stopper issues and regression fixes will make it into that code line. Targeting to 3.4, assigning to spare time account.
