It lacks some commands from the customization of toolbars.
For example, the command to 'Keep with next paragraph' is not available. It
should appear in the Format category. This command is very useful for a user and
exists in MS Word.

cd->sba: Do you know if this command is just missing in the toolbar commands
list or Writer lacks it?

SBA->CD: Yet another "Still not a 100% MS Office clone" issue...? ;-)
 
"Keep with next paragraph" is a checkbox in the dialog Format-Paragraph, on Tab
page "Text flow" (as well as on the same tab page in the dialog to edit
paragraph styles). Did not find it anywhere in tools-customize, confirming issue.

Bu I am not aware that EVERY bit in every dialog deserves an option to use it
with one click via a customizable icon. However, it looks like MS Word offers
ALL commands they have in tools-customize.

Note that "Keep with next paragraph" can be considered a feature for advanced
Writer users and the tools-customize stuff is even more for advanced users. So
adding this single functionality alone into the tools-customize dialog will
never ever bee seen ever by the vast majority of OOo users.

I believe that this requires a more general approach ("bring them all in", like
Word does) than adding this (or any other one) alone.

My comment was not to want a clone of MS Word. I should not talk in my issue.
OOo offers many commands, but not all indeed. It is ultimately the purpose of my
comment.
So I'll rephrase: Why find a command "hiragana" or "katakana" that i not
consider it useful, and not find "Keep With Next paragraph"?
