Step by step description:
Draw program.
Page contains a table 4x9.
Table contains text in every cell of a column f.i. Arial Narrow Bold 18 pnt.
Mark whole column with Shift+CrsrDwn or mouse.
Then right click mouse.
Then change the character size to 10 pnts.
NO RESULT: No visible change on screen. Size shown in the table is in fact 
still 18 pnt.
BUT: In character-size-window (on left top corner of the screen) in fact 
shows "10" pnts.
So there is a mismatch between reported character size and the character size 
shown on the screen.

Sorry, not reproducible. Right clicking the selected cells I choose character
and change the fontsize in the dialog to 10. After hitting ok the fontsize is
adapted in the selected column. Your document looks ok, too.

This Issue requires more information ('needmoreinfo'), but has not been updated
within the last year. Please provide feedback as requested and re-test with the the latest version of OpenOffice - the problem(s) may already be addressed.
