The pop-up table toolbar does not apply changes to background of cells in the 
table, it solely applies it to single cells.

Steps to replicate:
-Create a new Impress presentation or Draw file
-Insert a blank table
-Select the table, table toolbar should appear when doing so.
-Under the two drop down menus, select anything; color, bitmap, or hatching.
-Any changes you desired to be applied, are not.

However, if you perform this set of steps while selecting a single cell in the 
table, the cell's background will be changed.

The toolbar is named "Table" therefore it should apply these changes to the 
entire table and every single cell, not only to one.

Cannot reproduce neither in 3.2 nor in current 3.3.
