Call up OpenOffice, open Tools --> Options --> [any item], click on Help.

The Help window opens, always in the topmost level.

To get to the Help you are looking far, you must

(1) Scroll down to, and click on, the Topic Item

(2) In that screen, scroll down to, and click on the Sub-Topic Item

(3) Read the information you are looking far

Steps (1) and (2) are unnecessary and waste the user's time. Help should
recognize, based on where the user calls it up, what information is wanted and
bring this up directly.

This is a known issue and (kind of) handled as issue 54487
