In case you have a completely empty desktop folder with the OOo link and you
uninstall OOo: The removing of the OOo link removes also desktop folder.
It seems that no one has been seriously harmed because none has a really empty
desktop folder.

This seems to be the typical Windows Installer behavior. The Installer "knows"
the directory from the table "Directory". And if it is empty, it is removed
during uninstallation (why leaving an empty directory?). The workaround would
be, to create a temporary file in this folder during uninstallation, but I think
for such a process, this problem is not big enough.
Setting target 3.x.
