I changed the bootstrap.ini so that the path to the user installation has more than 260 chars. This leads to the mentioned problem.

set target to 3.x since not release relevant for 3.4 release.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
