The following file does not open correctly in Open Office, but does open in Microsoft Office.

Line 9 (record starting with 34) and line 11 (record starting with 41) contain unescaped quote characters. Apparently the one in line 11 confuses the field parser and records starting with 42 and 43 have their field contents misplaced. Workaround: let the generator write files that adhere to the CSV specification. To treat such broken files more relaxed there is issue 78926.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
