have started converting the "filter" module.

right now the filter configuration builds on linux with only en-US
and --with-lang="de es ja".
the delivered configuration files don't seem to have significant changes.

patches are based on CWS gnumake4 and licensed under Apache License 2.

the result is kind of ugly because these xcu files are build rather
differently from the stuff in officecfg.

i really don't want to turn this into a CustomTarget because that would require listing 100s of xcu files as dependencies, and the weird rules for the filter configuration aren't used anywhere else, so this is now all in and extends/hooks into the stuff from solenv/gbuild/

this patch and the following is based on OOO340 + a MQ containing ause130 and gnumake4 and lots of other stuff; on my Fedora system OOo smoketests and subsequent tests run successfully (except for the one in the filter module which was deactivated before anyway)

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

I'm adding this comment to all open issues with Issue Type == PATCH.  We have 220 such issues, many of them quite old.  I apologize for that.  

We need your help in prioritizing which patches should be integrated into our next release, Apache OpenOffice 4.0.
