reproduce steps:
1)Create a new presentation
2)Switch to Outline view
3)Create a new slide in Slides Panel
4)use Ctrl+Z to undo this operation

defect:
can't undo "create a new slide" operation when in outline view.

notes:
if switch to normal view, the operation can be undo.
The same process is ok in notes view.
