Regarding Form Controls and Form Design toolbars -- is there any reason why these two are kept separate when they pretty much contain the same stuff?

From my point of view, the two toolbar has different usage, "Form control" let user insert any widget in the document, the other one "Form Design" let user customize their widget.

So I don't think it's a defect, change the issue type to "enhancement".

If you create a new form you will mostly use the "Form Controls" toolbar to insert the needed controls. After this you want to adjust the form design. So yo mostly only need the "Form Design" toolbar. The difference will be clearer if you attach a database at the form and not only controls at cells.

This works for all AOO modules, so it isn't (only) Calc-related.
