the only option to full screen on my macbook is with shift+command+j . When doing so the page goes full screen but all toolbars disappear. Nearly every other program has an icon in the upper right corner of the window that puts just that instance onto another desktop essentially. openoffice does not. it is inconvenient to have to manually resize every window and then have to manage several documents on the same desktop. 

Would it be possible (or is it possible) it full screen the application but not the page thereby keeping the toolbars and having writer in full screen?

This “bug”, if it is one, continues to exist in release 4.0 using Mac OSX10.7.5  There are three work arounds, though they do not appear to be documented.  The original poster suggests that the third work around should be the default behavior.
Simple work-arounds 
a)	If the user resizes the Writer screen manually by dragging the corner, the toolbars remain. 
b)	The user can also avoid the “odd” behavior by clicking the green “+” (maximize window) in the upper left corner instead of selecting Full Screen mode.  The toolbars will remain.

Otherwise, to recreate the issue
1.	Open a Writer document (new or already existing) (picture: “notfullscreenmode.tiff”) 
2.	Use the key combination Shift-Command-J to enter Full Screen Mode (picture: “fullscreenmode.tiff”)
There are no toolbars on the new application window.  However, clicking the little down arrow next to the Full Screen icon allows the user to customize toolbars.
Clicking that (picture: “fullscreenmodeeditflow.tiff”) leads to the third work around and requires the user to make some potentially cryptic choices about what to display.  I poked around and found some fairly common choices to display. (picture: “fullscreenmodeedit.tiff”) 

This behavior is consistent with Microsoft’s Office suite.  I believe this “bug” can be closed.

I was able to reproduce the issue with maximizing to Full Screen by following the steps described in the original post. On a New Document use: 

* (shift+command+j) on MacOS (10.14.1) with OpenOffice 4.1.5, 
* (shift+ctrl+j) on Linux (Fedora release 28) with OpenOffice AOO420m1(Build:9800)  -  Rev. 1846402).
* (shift+command+j) on MacOS (10.14.1) with LibreOffice 6.1.1.2

OpenOffice Help (attachment OO_FullScreen_help.png) documents this behavior as intended. 

On MacOS (10.14.1) with OpenOffice 4.1.0 and 4.1.5, I was able to maximize the application screen by clicking on the top left corner and choosing the maximize button (attachment maximize_button.png). This method preserves the toolbars and menus. Minimize button (attachment minimize_button.png) returns the window to original size.

I wasn't able to reproduce with 4.0 because only 4.1.0 was available for download with MacOS (10.14.1).
