When dealing with images I can use the Draw function to open up the draw bar. I can put shapes on the image like the one attached, but cannot use the text tool. If I select the text tool and try to write on the image, the image will become selected and the text tool will not write or be selected. It acts as if I am selecting the image without the tool. 

The text draw function will not work on an image

Reproduction steps:
writer -> show draw functions -> upload image -> use text tool

Windows 7 64bit, PC / ASUS laptop

I've attached a image to explain how shapes can be added, but text cannot

Do you want to add text to the draw object, for example the rectangle? That works for me.
A double-click on the rectangle switch it to edit mode where you can write text. Make sure the picture is not selected before you double-click the rectangle.
Or single-click the rectangle or press tab-key till you reach the rectangle, so it gets green handles. Then press F2.

ALG: Hi David, you are right; the standard graphic object of Writer does not allow to add text. The graphic object for the other apps does allow this (for not too long). As you see, there are different graphic objects used from Writer and the other apps. This has historical reasons and we have tasks for this, but it's not a simple task to solve since there are things the one object can do, but the other one not, so it's not simple exchangeable.
You may use a trick: Create the graphic object you need in Draw/Impress, copy/paste it to writer and you have a Draw/Impress graphic object in writer where you can add text (and border/fill style). Be aware that you cannot use writer-specific things like writer object borders, though.

I went back to re-verify the bug and when I selected the image after selecting the text draw function the application threw an exception and closed.

David, please describe step by step what you are doing when "selecting the text draw function" and with "use text tool". Mention each button/icon and each menu item you use. It seems Armin and I have a different thought about what you are doing.
