Add a panel to the sidebar with the same functionality as the gallery dialog.

Fixed a remaining issue with the top window of the gallery not being visible because of a badly initialized splitter.

In my developer build I can see a resource id (for a string) that can not be resolved.  Recent changes on trunk (SVG in the gallery) might fix this.
