Please see  attachment 80627 [details] for bug 122082

It has a Writer document with the following protected content:

- a protected section
- a table with some protected cells
- a frame with protected content

Placing the cursor inside the protected content, the toolbar items are disabled, but the sidebar's properties panel has some items enabled.

The items in the Text panel should be OK.

All other panel will require individual fixes, something that can not be done for 4.0.
