How to reproduce:

1. Create new Impress document.
2. Switch to Outline view.

=> The sidebar shows an empty "Layouts" panel.

The layouts panel does not support the Outline view and therefore remains empty.

A solution may be to not show the layouts panel.  Instead show the text and/or paragraph panel.

This is a bug that was temporarily and locally caused by my work on bug 122332 and was never in trunk.  I will make changes for bug 122332 to prevent it getting into trunk.

Therefore I close this bug as invalid.
