Still Reproducible with server installation of  "AOO 4.0.0-Dev – English UI / German locale [AOO400m2(Build:9701)  -  Rev. 1493305
Rev.1491054  2013-06-14]" on WIN7 Home Premium (64bit)", own separate user profile:

Menu 'Data -> Filter -> Acvanced Filter' in most cases will be used to proceed a defined Advanced Filter. For that need it would be optimum th have the cursor in the "Read filter criteria from' dropdown, so that the desired filter can be selected immediately via keyboard. 
Unfortunately the current behavior is that the Cursor will be in the input line showing the cell range for the filter criteria cell range, what is not useful. If you want to proceed the filter only using keyboard you will have to do 6 times <tab> before you can select the desired Advanced Filter.

So Menu 'Data -> Filter -> Advanced Filter' should open dialog with cursor in Filter Criteria dropdown, what would allow to select desired filter immediately

I rechecked this issue in Apache OpenOffice 4.0.0 (Rev. 1503704) on Windows 7 Professional (32 bits). Behaviour is still the same: the cursor is in the input field instead of in the drop-down list. 
However, you don't need to press TAB six times to reach the drop-down list; one SHIFT+TAB is sufficient.
(Also, are there any dialogs where the cursor is in a drop-down list by default? If yes, does the drop-down appear closed then?)

One rarely inputs cell range via keyboard but with mouse click on Shrink icon -> cursor in cell range field is less useful.

@Edwin Sharp: People who can't use a pointing device (due to a motor impairment or due to a vision impairment) have no choice but to use the keyboard or a keyboard interface to create filters.

My reasoning is in favor of the enhancement...
