DTD specifies HTML 3.2, but 4.0 element attributes are generated

I'm attempting to save a large DOC file from a county commisioner meeting as HTML. The following HTML 4.0 element attributes and values were generated: <BODY LANG="en-US" TEXT="#000000"> no style in 3.2 for this element <P ALIGN=LEFT STYLE="font-weight: medium"> no style in 3.2 for this element <FONT FACE="WP TypographicSymbols"> no face in 3.2 for this element <P ALIGN=JUSTIFY> justify is not a valid value in 3.2

Rick, thank you for using and supporting OOo. 1.1 Beta 2 puts the line <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN"> for me. Does the problem still exist for you in 1.1 Beta 2?
Go to Tools->Options->Load/Save and set Export to HTML 3.2. Save the document. As you can see from the WordToHTML-1.1b2.zip attachment, the generated 3.2 file has the correct doctype, but the elements are not in the 3.2 DTD, as I specified in this issue.
