Yes, as noted the TYPE attribute for the <DIV> tag is not valid HTML 4.0

OOo has a feature to save/load/display headers and footers. To do so,
HTML extensions are required. The only way to avoid this is to use CSS
classes with special names. However, changing this would have teh
result that the documents are not understood by old OOo versions.
Since the extended HTML can easily be avoided by not using headers and
footers, the target "OOo later" and P5 seems to be correct.
