When you place the cursor in the text in a frame, you should mark characters around by pressing "Shift" + arrow up, down, left, right. But instead it moves the frame and the text is not marked.

Yes, correct. it moves the frame.

Please, see the https://www.dropbox.com/s/o5qdmq0x9o2g1ox/ooo.avi . Shift + arrow moves the frame. I use the OOo in Czech so maybe the "frame" name of the function is not correct English name but the video file illustrates everything well.

Confirming on Windows 7 in AOO 4.0.0.
Works fine in AOO 3.4.1
--> adding keyword 'regression'

I am volunteering the have a look at this issue.
It seems that this is caused by bug 121236 and had been overseen in corresponding fix (bug 122262).

My assumption is correct :-(

But, a patch to solve this issue is already in preparation :-)
