Install r1521921 and launch OO.
Now in main page select Drawing, Database or Spreadsheet 

Error Observed:
When Drawing, Database or Spreadsheet is selected ,the dotted selection box shifts above  "Text Document label.
But when apart from above modules are selected eg :Presentation(on whose selection ,the corresponding selection dialog appears) the dotted selection doesn't shifts

Not a new bug, I already observe that with "Ooo 3.1.1 German WIN7  Home Premium  (64bit) DE [OOO310m19 (Build 9420)]":

1. Launch OOo
2. If no dotted box in any button visible, Open a blank new
   Writer document with a click on [Text Document] button
3. Close Writer document 
   > Starc Center reappears with dotted box in [Text Document] button
4. click [Drawing]
   bug: synchronously (?) with appearing in Draw button, a square dotted box 
        appears above Text Document button

I did not find a DUP, so CONFIRMED

a) Not related to mouse click, also reproducible using keyboard shortcuts
