Tables should be movable with something which is directly accessible with mouseover.  There is no such thing.  The description of how to move a table in the manual is completely bizarre and elaborate, in both cases.  Moreover, it does not allow for formatting to center a table in the view.

Although this is technically a feature request, the "feature" is so fundamental that it's actually a bug report.
