Steps how to reproduce Reproducible with server installation of "AOO 4.1.0-Dev – English UI / German locale - [AOO410m1(Build:9750) - Rev. 1565724 - 2014-02-09]" on German WIN7 Home Premium (64bit)", own separate user profile:

1. Open new Draw document
2. Make visible Sidebar if necessary
3. Draw a smiley
4. Click smiley
5. In sidebar check 'Position and Size'
   > You will see some values, but info to what reference point / base point 
     the position values are related are missing                           :-(
6. Click the small 'More Options' Icon right from 'Position and Size' heading
   > Base point info visible

I don't think that "top left" is some kind of "law of nature". At least an info "Base point: top left" is required.

For me the behaviour is o.k.
Default is top left and the sidebar should show only the necessary things. Basepoint doesn't belong to this, IMO.

Hi, that might be your experience as an LTR country living experienced Drawing software user.

But a senior citizen in a RTL country who uses an office suite the first time in his life might not think that "Top / Left" is part of general education ;-)

For them I would like to see a little illustration behind the heading similar to that what you see in the mockup. But not the selector we have in the Position and Size dialog.

And for rotation the reference base point is "middle". Of course plausible, but IMHO not inevitably to be expected.

Setting issue type to feature.
Maybe we should start with making sure that reference/base points have good default values for different locales.

Think that such people use mainly the mouse to change a drawing. 
WYSIWIG shows the result in lifetime, so this info isn't essential espacially for a newbie.
