Spell Checker error example and Tool menu displays

I'm running Open Office 4.0.1 on Windows 7 (64-bit).  When I create a new OpenDocument Text file from the context menu (right clicking in an open folder or the desktop, spell check does not work for that file.  That is, the Spell Checker reports "Spell check is complete" without reporting a spelling error (see attached BugReport.odp, first slide)

I tried the Tools/Options/Language Settings/Languages menu.   Changing the Default Western language for documents from German to English(USA)does not fix the problem.  Selecting the menu Tools/Language/For All Text/English (USA) does fix the problem.

This problem does not appear when a new OpenOffice Writer document is created using the start menu. 

This may be related to Bug ID 123726.  The reporter also had an issue where under some circumstances the Spell Checker failed to report misspellings.
