Look into the attached file at issue 124644.
It is written with bulgarian locale and language.

If you open it with an other default locale/language setting you'll see that the language for the document is Bulgarian.
Tools → Options… - Language Settings - Languages

But the Locale setting is your default setting.

So the user will surprised if he look into
Format Cells, tab Numbers at Language. There will shown your actual locale not the language.

So the description of the dropdown field should better named as "Locale" or also "Locale setting".

-1 for changing the label, reasoning see below.

The following description is for setting 'User interface' to 'English (USA)' and 'Locale setting' to 'Danish' in Tools > Options > Language Settings > Language.

I think, the problem is, that users do not know the difference between the items
   Default - Danish
and
   Danish
in field 'Language' in tab 'Numbers' in the cell style dialog.

The item "Default - Danish" means the same as the term "Automatic" in the help. Look at the help topic "Numbers / Format" section "Language". There you find
<quote>
Specifies the language setting for the selected cells . With the language set to Automatic, OpenOffice automatically applies the number formats associated with the system default language. Select any language to fix the settings for the selected cells .
</quote>

Changing the label to "Locale" would be wrong, because the field is for explicit setting a language.

My suggestion is: Change the item
   Default - nnn
where nnn is the current locale to
   Automatic
as it is used in the help.

Dear Regina
I don't understand your reasoning.
The list shows language and location, not just language.
With Locale Danish, Danish words are highlighted by the spellchecker.
So this can not be a language setting.

@regina: The language of the UI is nonrelevant for this issue.
Please play with the language of the document and the locale setting!

=> A number format relates always to the locale setting not to any language.

This brings us to another issue which could solve the confusion:
Language : English (UK)
but Locale setting should be: UK (English)

or
Language : German (Switzerland)
but Locale setting should be: Switzerland (German)

resp.
Language : French (Switzerland)
but Locale setting should be: Switzerland (French)

This would affect the currency list with the right association currency ↔ country in place of the incorrect association currency ↔ language.

@mroe: I know, that the UI language does not influence the cell, but the wording of the items in the drop-down lists and the labels of the fields depend on the UI language. Therefore I have mentioned, that I use an English UI.

The information is stored in the attribute pair "number:language" and "number:country".

You are right. It is a combination of language and country. So "Locale" is indeed more suitable. You convince me.
