Description mroe 2014-05-01 13:52:58 UTC
The list for Locale settings (e. g. in Tools -> Options -> Language Settings) uses the same list as any Language chooser.

But the /Loc/ale setting is bound to a /Loc/ation and not to any language.

So it should be sorted by the country as the first entry:

Examples:
Language:
French (Switzerland)
...
German (Switzerland)
...
Italian (Switzerland)

BUT Locale Setting should be:
...
Switzerland (French)
Switzerland (German)
Switzerland (Italian)
...

This would also correspondent to currency settings:
CHF SFr Liechtenstein (German)
CHF sFr Switzerland (French)
CHF SFr Switzerland (German)
CHF SFr Switzerland (Italian)

and NOT as actual:
CHF sFr French (Switzerland)
CHF SFr German (Liechtenstein)
CHF SFr German (Switzerland)
CHF SFr Italian (Switzerland)

What other software use this convention?

Don't know. Why should it? Is AOO a clone from something? If other programs are stupid AOO should also be?

/Loc/ale settings are (first of all currencies) defined for a /Loc/ation (state/country) and not for any language. If one have to select a location then he should select a location and not a language. No more and no less.

(a) Advantage of suggested proceeding is that that sort order simply is
more plausible related to influence of that setting
(b) Disadvantage might be that the known Language related sort order is used
at several places and users might complain that the inconsequent, but known
sort order is more handy that the consequent one.
(c) I wonder whether the list has relation to
(c1) International code tables
(c2) ODF
(d) May be such a new Localizations list can be shorter? only 1x Switzerland,
1x Norway, ... ? I am not sure where the settings of menu 'Tools
Options -> Language Settings -> Language settings - Locale' has impact.
Ordinal numbers will be different for Switherland (German) and
    Switzerland (French)

I prefer to follow the request

Comparison with competitors _might_ be interesting, but I agree with mroe that that is a very secondary argument. I did not find something equivalent in SoftMaker FreeOffice, KingSoft, Calligra.

I think this one is more UI related

Unfortunately, we live in a world where sometimes stupid is more successful than the deserved. This might confuse users.
