AOO is often only built for a subset of releasable languages (currently 38 languages). Regardless of which languages are enabled in the configure step the helpcontent module is compiled for all 90 languages that ever existed in the OOo project. As this takes a very long time all disabled languages waste build time. Disabled languages shouldn't be built.

Fixed with the commit above. The default language "en-US" is always enabled to allow that languages with only partially translated helpcontent can be used and the default language is the fallback for un-translated content.
