Update Hebrew (he) translation from Pootle

+++ This issue was initially created as a clone of Issue #124766 +++ Tracking issue for Hebrew (he) translation of Apache OpenOffice, that functions as a request to update the translation from Pootle, on the nearest possible release/version (UI & Help). NOTES: The current translation in Pootle (https://translate.apache.org/he/aoo40/) is better than the one planned to be released as 4.1. Hence, if you'd like to suggest a translation fix, or improvement, through Pootle, remember that some phrases have been fixed, already. If you're not sure of your translation fix, and would like second opinion, send your translation in Pootle as "Suggestion". Otherwise, use "Submit". For any doubts or support requests, please write to the L10N mailing list (l10n@openoffice.apache.org); you should also consider subscribing to it, to be notified of replies by other Hebrew translators. It seems that these fixes never got into 4.1.4 (although being granted as a release blocker) New Target Milestone: 4.2.0
