Testing version 4.1.1 on my machine which has 64bit Windows 7, using control + mouse wheel does scroll in on the preview, however it zooms in on the same location each time which is the middle of the screen.
A better representation is by previewing a document with two pages and performing the action. It will zoom in between the two pages.

Shure you are testing at "File > Page Preview" and not at "View > Print Layout"?

I have tested actually with AOO dev r1627435 and it fails.

I was unable to find the problem that described was described in the original post using AOO411m4 r1614269 en-us on Windows 7, x64. Further explanation of the problem or an upload of the file could help find the problem.

Test 1:
1)Open Writer
2)File > New > Text Document
3)File > Page Preview
4)Ctrl + mouse scroll zooms in on file

Test 2:
1)Open Writer
2)File > Open (Word document)
3)File > Page Preview
4)Ctrl + mouse scroll zooms in on file

As cbattaglia stated, the zoom works but it zooms in the same location every time in the middle of the screen.

I have started a new test with a fresh installed AOO 4.2.0 r163 0928 (en-us) on 64bit Win7 

Same behavior -> Zoom in Page Preview fails (but works in Edit View)

No special file, fails in any file.
My (standard) testcase is similar to your "Test 1":

1)Open new Writer document
2)Insert dummytext (using dt+F3 in english vers. or bt+F3 in german vers.
3)File > Page Preview (or use button in Standard-Toolbar)
4)Ctrl + mouse scroll to zoom

Works with AOO 4.0.1 and former Versions, fails since AOO 4.1.0

(off topic but maybe it helps: works in LO 4.1 and 4.2, fails since LO 4.3)

I cannot confirm it. I use AOO420m1(Build:9800)  -  Rev. 1614365 on Windows 7 32bit and it zooms without problems.

As no one can confirm, I do another test on 32bit WinXP. Therefore I copy an administrative installation of AOO 4.2.0 from my 64bit Win7 to an USB stick and start it from stick on the WinXP machine. No problems, works as expected.

Then I started the same AOO from stick on the 64bit Win7 machine and it fails. The problem occurs only in Writer. If I open PagePreview in Calc, it works.

Windows 7 Professional 8 GB system, 64-bit O/S Lenovo W520 Workstation laptop

Device Manager identifies my trackball as Logitech HID-complaint TrackMan Wheel Mouse, With a Logitech driver 5.60.66.0 dated 5/22/2013. This is the current driver version.

1)Open new Writer document
2)Insert dummytext (I typed "Foo " and pasted it until I had 1.5 pages of text)
3)File | Page Preview 
4)Ctrl + mouse scroll to zoom

5) With a 2-page document, the pages zoomed, with a focus point at the vertical middle of the page and horizontally at the center point between the pages

6) I deleted text so there was only one page, full of Foo-text

7) File | Page Preview
The page zoomed with a focus point at the vertical middle of the page and horizontally a bit to the right of the right edge of the page (where the center would have been if there were two pages).

This is the same behavior as cbattaglia showed me was happening on his computer.

Same behaviour in AOO 4.2.0 r1658822

Found out that it works after a crash and auto recovery of AOO. No need to recover any writer document.

To crash AOO simply open Math and close it using close button in upper right window corner (see Issue 126180).

So it seems to be a Windows problem ...

In general, when mouse controls seem to not function (scroll, one of the clicks), etc., it is usually sufficient to restart Windows.  The same can be required when the keyboard seems to be stuck and providing functions instead of typing text.

These can be functions of input state becoming wedged and might be the result of hangovers from other programs having been run.  

None of that might have been applicable in this case.  It is useful to try before major reinstalls.

For some kinds of wedged function, it may be necessary to power down completely, not just restart.  

I am marking this one as resolved, irreproducible.  Something about AOO has not been ruled out entirely.

Both times I agree. 
Closing AOO, shut down Windows, shut down computer and start again was the first I tried out but it did not have any effect.

Cause I've done administrative installations of AOO 4.0.1, AOO 4.1, AOO 4.2 dev and LO, it is possible to test it at same time under same circumstances. And then it works in AOO 4.0.1 whereas it don't work in AOO 4.1, 4.2, ...

The only difference is, that the installations of AOO 4.0.1 and LO 4.1 are "long times ago".
