I have created a document in Writer that has three paragraphs in it. The first and second begin on the first page. The second paragraph crosses into the second page. The third paragraph begins on the second page. I then set the insertion point on the first page and select "Format/Styles and Formatting" from the main menu. I click "Page Styles" from the "Styles and Formatting" dialog box, and then double-click "First Page," then close the "Styles and Formatting" dialog box.

If I save and then re-open the document in ODF Text Document (.odt)(*.odt) format, the third paragraph is where I originally put it, starting right after the second paragraph on the second page.

If I then save the document in Microsoft Word 97/2000/XP (.doc)(*.doc) format, and reopen it, I can see that the third paragraph now starts on the third page, and that the third paragraph has its Text Flow/Breaks/Insert checkbox and its Text Flow/Breaks/With Page Style checkbox both checked, with "Page" Type, "Before" Position, "Convert 1" Page Style, and a "0" Page Number. (Neither box is checked in the .odf version of the document.)

Unchecking both checkboxes in the .doc version and saving the document as a .doc again has no effect. Upon re-opening the document, the third paragraph still starts on the third page, and both checkboxes are checked.

I am using this method to have a different header on the first page of my multi-page document. If there is another way to do that, and it doesn't cause problems when my document is saved in .doc format, that would be a good workaround.

Open this file in Writer, then save it in Microsoft Word 97/2000/XP (.doc)(*.doc) format. Reopen it, and it will have a page break assigned to the third paragraph. Note that the first paragraph of the original file has "First Page" page style, set in the "Styles and Formatting" dialog box. This is necessary to reproduce the bug.

First Test:
Step 1 - Opened the attachment/document created in Writer that has the three   paragraphs in it.
Step 2 - Saved the document in Word 2010/ Windows 7 in .doc format. 
Step 3 - Review third paragraph. I was alble to reproduce the issue where the 3rd paragraph is on the 2nd page. 

Second test:
Step 1 - Created a new OpenOffice document from a MAC machine using the 3 paragraph/ 2 page format.
Step 2 - set the insertion point on the first page and select "Format/Styles and Formatting" from the main menu. 
Step 3 -  click "Page Styles" from the "Styles and Formatting" dialog box, and then double-click "First Page," then close the "Styles and Formatting" dialog box.
Step 4 - re-open the document in ODF Text Document (.odt)(*.odt) format, confirm the third paragraph where it was intitially starting right after the second paragraph on the second page.
Step 5 - Save the document in Word and reopen document
Step 6 - Unable to replicate issue, the 3rd paragraph is still on the 2nd page.

Follow-up tests –

A follow up test to add to this would be to create the document 1st in Word and then reopen the issue in Open Office (.odf) format. This would be reverse order from how the initial incident occured and would be helpful to determine if it is in fact an issue between Word and Open Office.

Speculative or Evaluative comments –

This bug report is informative and helpful in duplicating the issue. It is a valuable bug as it is a frequent practice to change formats of documents in the edditing process.

Using the attached document, X.odt, I was able to recreate the issue.  When saving in Word 97/2000/XP format, I am prompted to "Keep Current Format", which I select and the save completes.  I then reopen the document in Word 2010 and see that it is in Compatibility Mode.  I don't see it noted below which version of Word the document is reopened in.  I only have Word 2010 available to me.

Another comment below indicated that the export save was done to Word 2010/Windows 7 format.  That version isn't available to me, so I did not try that conversion.

For additional tests, I created a document with 3 pages to see what impact that had on the results.  Each of the following cases produced the same results.  After saving as Word 97/2000/XP format and opening in Word, a page break was added after paragraph 2.  The third paragraph now starts on page 3, with the document being 4 pages long.

- Added First Page Format at a spot on the first page.
- Added First Page Format at the end of paragraph 2 (which is on the second page of the Writer document).
- Added First Page Format after the third paragraph

As a final series of tests, I worked with a two page document, trying each of the other Page Format options.  None produced the same results as "First Page".

I have attached the two test documents that I worked with for my tests, one of two pages and the other of three.  Both have not had any formatting changes applied to them, so saving to Word 97/2000/XP should not result in any page breaks.  But adding First Page Format should produce the results outlined above.

I am using Writer 4.1.1 on a Windows 7 machine.

I was curious if the page break was caused by the tab that starts paragraph two and three, or some other attribute to the "first page" style.  
I performed these tests on attachment 

Test 1 - No special formatting
No failure, did not recreate issue
1.  Create document with three paragraphs.  First paragraph is entirely on first page, second paragraph begins on page one and continues on page two.  Third paragraph is entirely on page two.
2. Save document as Robyn default
3. Using Save As, save document as a Robyn default, changing Save as Type to MicroSoft Word 97/2000/XP (.doc) (*.doc)
4.  Click <Keep Current Format> in pop up box
5.  Exit document
6.  Open Robyn default.doc

Test 2 - insert tab at beginning of paragraph two and three
No failure, did not recreate issue
1.  Open document Robyn default.odt
2.  Using Save as, save document as Robyn tab
3.  Insert a tab at the beginning of paragraph two and three
4.  Save document as Robyn tab
5.  Using Save As, save document as a Robyn tab, changing Save as Type to MicroSoft Word 97/2000/XP (.doc) (*.doc)
4.  Click <Keep Current Format> in pop up box
5.  Exit document
6.  Open Robyn tab.odt  Verify tab exists at beginning of paragraph two on page one and paragraph three on page two.
7.  Open Robyn tab.doc  Verify tab exists at beginning of paragraph two on page one and paragraph three on page two.

Test 3 - change page one to first page style  
Failure occurs.  Recreated issue
1.  Open document Robyn default.odt
2.  Using Save as, save document as Robyn first page
3.  With the cursor on page one, select Format, Styles and Formatting, Page Styles, double click First Page.  
4.  Close the Styles and Formatting box.
5.  Using Save As, save document as Robyn first page.
Using Save As, save document as a Robyn first page, changing Save as Type to MicroSoft Word 97/2000/XP (.doc) (*.doc)
6.  Click <Keep Current Format> in pop up box
7.  Exit document
8.  Open Robyn first page.odt  Verify first page is displayed at the bottom of page one only and paragraph three is on page two.

Test 4 - change to footnote style
Failure does not occur.  Did not recreate issue.
1.  Open document Robyn default.odt
2.  Using Save as, save document as Robyn footnote
3.  With the cursor on page one, select Format, Styles and Formatting, Page Styles, double click Footnote.  
4.  Close the Styles and Formatting box.
5.  Using Save As, save document as Robyn footnote.
Using Save As, save document as a Robyn footnote, changing Save as Type to MicroSoft Word 97/2000/XP (.doc) (*.doc)
6.  Click <Keep Current Format> in pop up box
7.  Exit document
8.  Open Robyn footnote.odt  Verify footnote is displayed at the bottom of page one only and paragraph three is on page two.
9.  Open Robyn footnote.doc  Verify footnote is displayed at the bottom of page one only and paragraph three is on page two.

I attached the document Robyn default that I started with.  

I was not able to recreate the issue with any other formatting option than first page.

I am also using Writer 4.1.1 on a Windows 7 machine.
