The uno_packages and extensions temporary/cache files are located inside roaming part of user profile.
If there's no good reason to shuffle them back and forth between server and local system, I would really, REALLY appreciate them being moved to %LocalAppData%/OpenOffice

I don't understand what you means.
In %APPDATA%, you will find Roaming user profile.

Your bug report is being closed as NOT_AN_ISSUE due to a lack of information which is needed in order to accurately reproduce and confirm the problem. We encourage you to retest your bug against the latest release. If the issue is still present in the latest stable release, we need the following information (please ignore any that you've already provided):

a) Provide details of your system including your operating system and the latest version of AOO that you have confirmed the bug to be present

b) Provide a step-by-step procedure to reproduce (the simpler will be the better)

c) Provide any test case(s) which will help us confirm the problem (like a sample document)

d) Provide screenshots of the problem if you think it might help

e) Read all comments and provide any requested information

Once all of this is done, please set the status back to UNCONFIRMED and we will attempt to reproduce the issue.

If you don't understand the difference between %AppData% and %LocalAppData%, or down't know, what directories are located where in the OpenOffice user profile, ask someone who do.
Don't just wander in and close the issue with no sign of understanding it.

I understand that writing exclusively in Local folder could be a problem for some configuration with restricted rights like TSE.
For me, this should be an adjustable parameter inner for each extension.

If these SPECIFIC files I mentioned are only relevant at RUNTIME, and bear no value in between program runs, store no configuration or othervise persistent data (which is seemingly implied by their names), the only appropriate place for them is %LocalAppData%.
Noone proposed to write whole AOO profile into local store. Please read whole report without skipping words.

How MORE specific I need to be? List every file under these directories?
Here we go.
%AppData%\OpenOffice\4\user\uno_packages\cache\uno_packages - 28Mb of various .tmp files and directories.
%AppData%\OpenOffice\4\user\extensions\tmp\extensions - 22Mb  of various .tmp files and directories.
And this is largely whole AOO profile size. The rest is negligible.

a german aoo 4.1.1 user profile has about 200MB after installation. 
this is caused due to automatic installation of several bundled directory extensions inside 
user\uno_packages and extensions\tmp.

already reported: 
user directory file size grows to 160mb due to bundled extensions

to avoid this, one can delete the bundled extensions from ".\OpenOffice\share\extensions\install"
and install them with "shared" option instead.

No idea, why that did not pop up in search though. I've searched for "uno_packages" at least twice. May be I've selected wrong filters.
Marking it as duplicate and moving my thoughts over there.
