diacritics in persian and arabic language is has a big problem specially for blind people who use only keyboard and use left and right arrow key to read character by character for editing documents. 
in microsoft word i could navigate character by character by using left and right arrow key and i was editing my documents easily and reliably. 
but in open office i can only use left and right nvda only reads the main character not diacritics. 
for editing diacritics it was very difficult and impossible for me to edit them via keyboard. 
infact, openoffice does not consider diacritics like the main characters for editing and reading them via keyboard by left and right arrow key.

hello again.
i reported this bug in more than two years ago, without any attention or help!
i reported this bug in libreoffice too.
ignoring diacritics makes using of programs very difficult for blind users!
i wish that read, edit and save my books and articles without problem, but when i navigate letter by letter in my documents, i can only navigate between letters, not there diacritics!
it maybe useful for sighted, (i am not sure aboutt the way that they use computer), but its very difficult for me who rely only on screen reader,
and cant see the page without support of screen reader!
for steps to reproduce:
just open this file with openoffice, then pay attention to its diacritics,
then use file, preview in web browser and see the difference!
you can see easily that openoffice ignores diacritics of letters, and we can navigate only between letters,
but, internet explorer, mozilla firefox, google chrome, notepad++, akelpad, microsoft word, wordpad and ...
ddont ignore diacritics and display them like usual letters!
hope that someone help me in this regard for using openoffice or libreoffice.

Document showing problem with arabic characters with diacritics

The attached document (named Arabic_words.doc) shows the problem with diacritic navigation.
Although OpenOffice (unlike LibreOffice) counts correctly the number of characters in both arabic words, when navigating with the cursor keys the number of character "jumps" is not correct. This is an obstacle for editing and for screen readers.

How to replicate:
1)Place the cursor at the end of line 1 (after the word "characters")
2)Move to the following line using the Right cursor key
3)Press the right cursor key (and count the number of presses) until the cursor jumps to the third line
4)Observed under OpenOffice: it takes 4 key-presses to reach the end of the word and the cursor navigates from left to right
5)Expected (can be verified with MS Word, Wordpad or some text editors, but not gedit): it takes 6 key-presses to reach the end of the word and the cursor navigates from right to left (as expected in a RTL written language)

The same procedure can be applied to the second word in the document (expected 7 key-presses instead of 4). The second word was added just to illustrate the importance of diacritics for the interpretation of a word.

I can confirm the problem in OpenOffice 4.1.5 both under Windows and Linux.
