The shortcut keys to move paragraphs on screen do not work, even though they are mapped in the keyboard configuration by default. Also, the directives "move up" and "move down" are also used to describe moving the cursor up or down, but those are supposed to be different functions.

To reproduce:
Select text
Press Ctrl+Alt+UpArrow or Ctrl+Alt+DownArrown. The paragraph is supposed to move up or down but does not.

Check Tools | Configuration and the keyboard mappings to confirm these are, in fact, mapped.

This works only if you use your document with "Outline numbering".

It works without problems here, AOO4.1.2 on Win 7. There need not be an outline. Perhaps you try to move a paragraph over a table? That is not possible.

Please add a document, which shows the problem, so that we can see whether there is something special with the document.

Summary: I cannot confirm the existence of this bug. When pressing the keyboard shortcuts to move to the next or previous paragraphs, the text cursor moves to the next and previous paragraphs as intended.

Version: 4.2.0 AOO420m1(Build:9800)  -  Rev. 1692551

Specs:
OS: Windows 10 64-bit
Processor: Intel 17 2600k 3.4 Ghz
Graphics Card: Nvidia GTX 770 (2gb VRam)
RAM: 8 GB
Monitor: Asus 24" Monitor

Steps I took:
1. Open a new AOO writer document and write 2 paragraphs of text.
2. Place the text insertion cursor at the very beginning of the first paragraph.
3. Press Ctrl+Alt+UpArrow or Ctrl+Alt+DownArrown. These commands moves the cursor the beginning of the next and previous paragraphs respectively. 

Expected (Working) Result: The cursor is supposed to move to the beginning of the next paragraph.
Actual result: The cursor moves to the beginning of the next paragraph.

Hi,

You misunderstand the bug report. The shortcut is supposed to move the paragraph, not the cursor.

Whatever paragraph the cursor is on should move up or down when the respective shortcut is pressed.

Just redid the test with the same steps and looked for the new result. Everything still looks ok from my end. Before, I used 2 of the same paragraph before so I didn't notice, but with 3 different paragraphs, everything works from my end with the same test and hardware.

I was able to reproduce/confirm this bug and generated a complimentary bug report based on the steps I took and what occurred on my system:

Title: Broken “Move Up” and “Move Down” paragraph shortcut (CTRL + ALT + UP / CTRL + ALT + DOWN)

Description: When attempting to use the Move Up shortcut, a sample paragraph is not moved up. Also, when attempting to use the Move Down shortcut, the paragraph is not moved down. Instead, the default Tablet Windows 10 invert screen shortcut occurs, which is unexpected behavior by a user.

Status: Confirmed

Version Number: 4.1.2

System used to reproduce:
•	OS: Windows 10 Home
•	Processor: Intel® Atom™ CPU Z3775 @ 1.46 GHz
•	Installed memory (RAM) 2.00 GB

1.	Open the Apache OpenOffice 4 Suite
2.	Click on “Text Document”
3.	Click on “Tools” in the top banner
4.	Click on the “Customize” in the drop down menu
5.	Click on the “Keyboard” tab of the Customize window
6.	Navigate to the CTRL + ALT + UP option
7.	Notice that the shortcut is assigned the following action: Move Up
8.	Navigate to the CTRL + ALT + DOWN option
9.	Notice that the shortcut is assigned the following action: Move Down
10.	Close out the Customize window
11.	Add two sample paragraphs to the word document
12.	Click on the beginning of the second paragraph
13.	Press CTRL + ALT + UP
14.	Notice that the paragraph is not moved up
15.	Click on the beginning of the first paragraph
16.	Press CTRL + ALT + DOWN
17.	Notice that the paragraph is not moved down, and instead, Windows inverts the display (calling a windows shortcut instead of the program’s shortcut). 

Note: The screen inversion on my device may be happening because it is the default behavior of Windows 10 tablets. This though still confirms that the Move Up and Move Down shortcuts are not functioning as expected.

Title:  Troubleshoot "Move Up" and "Move Down" error using shortcut keys - CTRL + ALT + UP and CTRL + ALT + DOWN

Description:  After following the steps issued by the current report, there appears to be an initial error with the key commands specified in the title.  When comparing the same keys to the default shortcuts, they appear to be the same.  However, this problem only occurred once upon attempt.  Post the first attempt, I was not able to recreate the error, as it no longer occurs on trial, even after restarting the program.

5) Verify shortcuts are set by default by going to Tools>Customize>Keyboard
6) Click “OK”
7) Repeat step 4
8) Highlight more than one line of code
9) Repeat step 4

Severity:  Low

Customer Impact:  Low impact

Resolution:  Issue was replicated upon first run, but not on follow up runs.

Description:  Tried to replicate bug, but was unsuccessful. Paragraphs moved up and down using the keyboard shortcut. Tried to also unbind and rebind the shortcuts. Still wasn't able to produce the bug.

OS: Windows 10 Pro 64-bit

Open Office Version: 4.1.2 AOO412m3(Build:9782)  -  Rev. 1709696

Reproduction Steps:
1) Open Writer
2) Add text into two separate paragraphs
3) Press the shortcuts "ctrl+alt+up" and "ctrl+alt+down" to move the paragraphs
4) Paragraphs moved up and down accordingly. 
5) Checked the keyboard shortcuts in the Tools->Customize->Keyboard
6) Unbind/Rebind the command
7) Retry steps 2-4
8) Paragraphs moved accordingly. 

Resolution:  None. Does not seem to be a reproducible bug.

Description: After following the steps given, I was unable to reproduce the issue in any case. I tried restarting writer, as well as creating new documents but found no issue with the move up and down command. I tried the steps with and without highlighting the text but found that it made no difference in whether the text moves with the cursor.

I was unable to reproduce this bug on a fresh install.

Title: Broken "Move Up" and "Move Down" paragraph shortcut (CTRL + ALT + UP / CTRL + ALT + DOWN)

Description: After following both the steps given in the initial report and the currently listed report below, I was unable to reproduce the bug.

Version: 4.1.2 AOO412m3 (Build:9782) Rev. 1709699
OS: Windows 8.1 Pro 6.3.9600

Reproduction Steps:
1.  Perform fresh install of OpenOffice.
2.  Open Writer.
3.  Write two sample paragraphs in the blank document.
4.  Click anywhere within the first sample paragraph.
5.  Press Ctrl+Alt+Down.
6.  Validate that the first and second paragraphs have switched place, moving the cursor along with it.
7.  Press Ctrl+Alt+Up.
8.  Validate that the first and second paragraphs have again switched place.
9.  Repeat 4-8, but moving the second paragraph instead of the first.
9.  Navigate through Tools > Customize > Keyboard.
10. Validate Ctrl+Alt+Down is associated with Move Down.
11. Validate Ctrl+Alt+Up is associated with Move Up.

Sample paragraphs used:

"Paragraph A" and "Paragraph B"
"Paragraph A" and ""
Lorem Ipsum and Lorem Ipsum with a tab at the start to tell the difference

Incorrect. There is no OS binding for those keys and I have confirmed that another app is not binding them using HotKey Explorer. Moreover, the function fails even after you remap the shortcut keys using the AOO's keyboard customization. The feature is broken, it does not work.
