I do not remember this being a problem in 4.0.0, but am not sure.

I created custom frame and page styles.  When I save the document and reopen they are gone and the formatting is a mess.

I am saving as a 97/2000/xp doc file.

I have attached a copy of the file I am working with.

As requested, an odt file.  There is a custom style called dls and a custom frame called dls.  Both vanish and the formatting changes considerable when saved as a doc filed and then reopened.

I save as ODT as DOC format.
I open this DOC with MS-Word viewer.
I don't see any difference between both.
Could you show it with screenshot?

I just upload screen shot and docs.  Here are the steps.

Create document in from scratch.  Save as  ODT
Document: Test-FullBook-6x9.odt (already uploaded)

Create custom frame called dls.
Frame Screen Shot:  OdtFrame.png

Create custom page style called dls
Page Style screen shot:  OdtPage.png

Saved as Win 97/2000/XP doc file.  File is still open.  Nothing changes.
Document:  Test-FullBook-6x9.doc  SavedAsDOCFrame.png
Saved as Frame Screen Shot:  SavedAsDOCFrame.png
Save as Page Style screen shot:  SavedAsDOCPage.png

Closed the document and repoened the doc file from open office. 
Document:  Test-Reopened-FullBook-6x9.doc
Reopened Frame Screen Shot:  ReopenedSavedAsDOCFrame.png
Save as Page Style screen shot:  ReopenedSavedAsDOCPage.png

In the reopened document the dls Frame is totally gone.  The dls Page Style is also gone but there are two new page styles, Convert 1 and Convert 2.  They do not have the saved settings for dls, for example, headers are turned on when they were turned off before the save.  Also, future changes to the page Page Styles does not work.  Every time I make a change I get another Convert page style, Convert 3, Convert 4,  .... but changes are not carried through.  Converts are also created if I try to edit system Page Styles such as index of first page.  In a perfect world, I woulda not have to mess with the doc format at all.  I am no fan of MS products but I have to interface with them.

Processor: Intel® Core™ i5-4200U CPU @ 1.60GHz 2.30 GHz 
Installed RAM: 8.00 GB (7.88 GB usable) 

Steps to reconstruct error:
1.	Download “Test-FullBook-6x8.odt” file given and open using Open Office Writer version 4.1.3

2.	Save document as ODT file.

3.	Verify custom frame and style parameters are set to “dls” by selecting tab “Format”, located in the menu bar, and then clicking option labeled “Styles and Formatting”. Then click third and fourth tab called “Frame Styles” (3rd tab) and “Page Styles” (4th tab).  Use screenshot “OdtFrame.png” provided for frame reference to what should appear and screenshot “OdtPage.png” provided for page style reference to what should appear. 
4.	Save document as Win 97/2000/XP DOC file. 
5.	Close document and reopen with Open Office Writer version 4.1.3
6.	Verify custom frame and style parameters are no longer set to “dls” by selecting tab “Format”, located in the menu bar, and then clicking option labeled “Styles and Formatting”. 7.Verify custom frame and style parameters are no longer set to “dls” by selecting tab “Format”, located in the menu bar, and then clicking option labeled “Styles and Formatting”.
