Apply conditional formatting formula to group of cells.
Formula is present in all cells but only executes in the first cell in the group.

The formula can be made to execute in all cells by selecting each cell, select conditional formatting and click ok or press enter key.

This seems to defeat the purpose of multiple cell conditional formatting.

Attached file has a demonstration and explanation of the problem.
