The first download attempt for Vigra 1.6.0 in bootstrap fails since the URL we use

http://hci.iwr.uni-heidelberg.de/vigra-old-versions/vigra1.6.0.tar.gz

gives a 404.

The library now lives at

https://github.com/ukoethe/vigra

and version 1.6.0 is available at

https://github.com/ukoethe/vigra/archive/Version-1-6-0.tar.gz

but checksums are different. This does not mean that the contents are actually different (it could be due to a different compression, to a different internal timestamp...), so one should compare it to our OOoExtras version and check.

If they are the same, we can use the new one and copy it to OOoExtras (without removing the current one: files must never be deleted from OOoExtras, to allow smooth building of old versions).
