Ph3.emf was produced by Graph (https://www.padowan.dk/)
Ph3.odt was obtained by
Insert>picture>fromFile…Ph3.emf
It misses 6 horizontal lines (below the sinusoids) that are correctly displayed by Graph, IrfanView (https://www.irfanview.com/) or Paint —Ph3.png
Same problem with Impress.

Since I don't have Paint, I opened your file with Inkscape.
No horizontal lines...

Can Graph export in SVG?

Yes. But the file is about twice the size of .emf, and the result looks different —attached
