1. Open Basic IDE
2. In any module create a new dialog.
3. Make Toolbox toolbar visible and undocked.
4. Activate test mode - click due icon on Toolbox toolbar.
   "Preview" of dialog appears.

If you click again, new preview does appear. One could repeat that procedure on and on.

In the attached file you may see the result of invoking 100 instances.

If Toolbox toolbar is docked, only one instance is allowed. If Toolbox toolbar is undocked, there is - seemingly - no limit set to the number
of instances.

Thus in substance this issue is similar to Issue 128337.
