I was found as very ergonomic persistant window for quick formatting as it is     
implemented in Lotus Smart Suite.  
In Lotus Smart Suite you can open small window with tabs for formatting 
objects and this window remains opened until I want close it. This window 
changes contain (tab) commensurate with the focused object.  
In OO I must open window for formatting object and formatting is executed  
after closing the formatting window. Repeating that operation require new  
opening of formatting window.  
This window can contain tabs for formatting paragraph, table, frame, page and  
picture (and maybe others).

Changed owner and target, as there is no chance to get it implemented in OOo 2.0.4.
