Add a way to correct missing external references

If a spreadsheet has a reference to an external file and that file is moved or deleted you just get ERROR in the cell. If an external reference is not found it would be helpful (as Excel does) to pop up a "File Open" dialog box and let you point Calc to where the file has been moved.
Hhhmmm, a similar but not fully compatible solution is the Menu Entry Links under Edit. Nevertheless, it's one for Bettina. Frank

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
