User defined toolbars per application

Currently as far as I can tell when a new toolbar is created and selected it then becomes visible under all of the different applications. This does not make any sense to me considering a user defined toolbar for a text document probably does not make any sense with a spreadsheet or presentation. I propose creating an option that allows a user to choose whether or not a toolbar is global or application specific.

In Q concept, UI will be separated per application. so it is already in Q concept. but I dont know the issue number. but it is planned & Duplicate.

Issues with this priority must be fixed before the target release ... and should be dealt with as soon as possible. Not fixing them for the target release is not acceptable.
To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
