Currently as far as I can tell when a new toolbar is created and selected it
then becomes visible under all of the different applications.  This does not
make any sense to me considering a user defined toolbar for a text document
probably does not make any sense with a spreadsheet or presentation.  I propose
creating an option that allows a user to choose whether or not a toolbar is
global or application specific.

In Q concept, UI will be separated per application. 
so it is already in Q concept. but I dont know the issue number. but it is
planned & Duplicate.

OpenOffice.org Issue Tracker - Feedback Request.

The Issue you raised has the status 'New' pending further action, but has not
been updated within the last 4 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.
Either use the recent stable version: http://download.openoffice.org/index.html

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
