That's a rather old RFE, so maybe this has already been fixed. Presently, OOo
1.1.0 provides four anchor types:

to page, to paragraph, to character, as character.

Does one of these fulfill your needs?

There has been no communication and no response to the last request for
information on this issue in over a year.
