There are three default layers for a picture - Layout, Control and Dimension 
lines - which can neither be deleted nor renamed.

They don't fit for nearly every drawing I do, so I guess that the don't fit for 
others. Please could it be possible to delete them, or at least rename them, so 
that they can be used for useful things with labels that related to the use I 
am makind of them, not those default names.

To grep the issues easier via "requirements" I put the issues currently lying on
my owner to the owner "requirements".
